With reference to Your Excellency's despatch No. 116 of October 26th. last, I have the honour to inform you that I have addressed enquiries to the Chiang-Chun and the Chief of Police as to ⇓ the whereabouts of Tong Kwok-wai.

As both of these officials assure me that Tong Kwok-wai is not in their custody and that they do not know where he is, I venture to suggest that it would be impolitic to present a claim for compensation in this case.
